WhatsApp Bot API Pricing: Costs, Charges and What Is Really Free
By Erfan Ahmed, founder of Erfan MD · Updated October 2026 · Source: Meta's WhatsApp Business Platform pricing documentation
The WhatsApp bot API is free to connect to, but the messages your bot sends are not always free. Since July 2025, Meta charges per delivered template message, with the price set by message category and the customer's country. This guide explains the WhatsApp bot API price in plain language: which messages cost money, which are free, what providers add on top, and how to plan a budget for a bot.
What the Official WhatsApp Bot API Is
When people ask about an official WhatsApp bot, they usually mean the WhatsApp Business Platform, including the Cloud API that Meta hosts. A business connects its number, receives customer messages through a webhook, and replies automatically. You can build the logic yourself with code, or use a provider or automation tool that connects to the API for you. Our guide to creating a WhatsApp bot shows the setup steps.
This is different from community bots that link to an ordinary number as a linked device. Those do not use Meta's API, so Meta's per-message charges do not apply, but they are unofficial and carry ban risk.
How Meta Charges: The Per-Message Model
Until June 2025, Meta charged per 24-hour conversation. On July 1, 2025, it moved to per-message pricing. The rules in Meta's documentation are simple to summarize:
- You are charged only when a template message is delivered.
- All non-template messages (text, images and so on) are free. They can only be sent inside an open customer service window.
- Utility templates sent inside an open customer service window are free.
- Rates depend on the template category and the country calling code of the recipient.
- Utility and authentication templates get lower rates at higher monthly volume.
- Messages are free for 72 hours in a free entry point window, described below.
The Three Template Categories
Marketing
Promotions, offers and announcements. Always charged per delivered message, and usually the highest rate.
Utility
Order updates, receipts, appointment confirmations. Free inside an open service window, charged outside it.
Authentication
One-time passwords and verification codes. Charged per delivered message, with volume discounts.
The category assigned by Meta decides your charge, not how you describe the message. Meta warns that businesses are responsible for reviewing the category applied to their approved templates, since you accept the charge for that category whenever you use it. A template that looks like a utility update but reads like a promotion can be classed as marketing and cost more.
The 24-Hour Customer Service Window
When a customer messages your business, a 24-hour customer service window opens. Inside it you can send free-form replies without a template, and those replies are free. Once the window closes, only template messages can be sent, and they are charged by category. This window is the most important cost idea for anyone building a WhatsApp bot, because a bot that mostly answers customers who message first costs very little to run.
| Situation | Charged? |
|---|---|
| Customer sends you a message | No |
| Your bot replies with free text inside the 24-hour window | No |
| Your bot sends a utility template inside the window | No |
| Your bot sends a utility template after the window closes | Yes, at the utility rate |
| You send a marketing template at any time | Yes, at the marketing rate |
| You send an authentication code | Yes, at the authentication rate |
Free Entry Point Windows
If a customer messages you by tapping a Click to WhatsApp ad or a Facebook Page call-to-action button, and you reply within 24 hours, that reply is free and opens a 72-hour free entry point window. During those 72 hours you can send any message type, including templates, at no charge. The normal 24-hour service window still runs separately, so free templates do not mean free-form text is allowed after hour 24.
Is the WhatsApp Bot API Free?
The honest answer is "partly". Connecting to the Cloud API directly has no monthly fee from Meta, and sandbox testing with Meta's test number does not cost money. A "free WhatsApp bot API" for real customers still involves costs somewhere:
- Template messages after the window closes, and all marketing templates.
- Provider fees if you use a platform, which add subscriptions or per-message markups.
- Hosting for your bot's server, unless you use a no-code tool that hosts it.
- AI usage if your bot uses a model such as ChatGPT or Gemini. See our ChatGPT WhatsApp bot guide.
Be careful with sites that advertise an unlimited free WhatsApp bot API. If it does not go through Meta, it is probably a linked-device setup with ban risk, or a service that will charge later.
What Providers Add to the Cost
You can connect directly to Meta or through a business solution provider. Providers such as Twilio, Wati, Gupshup and similar platforms pass on Meta's per-message charge and usually add their own costs. These can include a monthly platform fee, a per-message fee, charges for extra features like shared inboxes or flows, and fees per agent. Read the provider's pricing page carefully and ask whether Meta's charges are billed at cost or marked up.
| Option | Typical cost shape | Best for |
|---|---|---|
| Direct Cloud API (you build) | Meta's message charges plus your hosting | Developers who want low fees |
| Automation tool (n8n, Zapier, Make) | Meta charges plus tool plan | Custom flows without much code |
| No-code WhatsApp platform | Meta charges plus monthly plan | Teams that want an inbox and support |
| Linked-device bot | No Meta charge, but unofficial | Learning and small personal use |
How Rates Vary by Country
The charge depends on the country calling code of the person receiving the message, not where your business is. Meta publishes rate cards in several currencies and groups smaller markets into regions. It updates rates only on the first day of a quarter and gives notice in advance, so rates can change in January, April, July or October. A bot that messages customers in several countries will see a different cost per country, which is worth tracking in your own spreadsheet.
You can find the current official numbers on Meta's pricing page for the WhatsApp Business Platform, which links to rate cards and volume tiers in CSV and PDF form.
Volume Tiers for Utility and Authentication
For utility and authentication templates, rates drop as your monthly volume to a given country rises. Tiers are counted per market and per category, across all WhatsApp Business accounts in the same business portfolio, and they reset every month. Only messages that are charged count, so free in-window utility templates do not move you toward a cheaper tier. Small bots rarely reach the higher tiers, so for most small businesses the list rate is the one that matters.
A Simple Way to Estimate Your Bot's Cost
- Count customer-started chats per month. Replies inside the window are free, so this part costs nothing from Meta.
- Count business-started messages: reminders, order updates sent after the window, offers and codes.
- Sort them by category (marketing, utility, authentication) and by customer country.
- Multiply each group by the rate on Meta's current rate card.
- Add provider, hosting and AI costs.
A bot that answers questions people ask first will usually cost far less than one built for outbound promotions.
How to Keep WhatsApp Bot Costs Low
- Design for customer-first chats. Encourage customers to message you, then reply freely inside the window.
- Use the right category. Send genuine updates as utility templates, and do not mix promotions into them.
- Send marketing sparingly. Every marketing template is charged, so segment and send to interested people only.
- Use click-to-WhatsApp ads wisely. Replies inside the free entry point window are free for 72 hours.
- Watch your analytics. Meta's pricing analytics show which messages were billed and in which category.
- Check each quarter. Rates can change at the start of each quarter, so review your costs regularly.
AI Bots and Meta's Pricing Policy
If your bot connects an AI model for your own customer support, the normal per-message rules apply, plus the cost of the model itself. Meta also has a separate pricing policy for "AI providers", meaning companies that offer an AI assistant to the public through the platform. If that describes you, read Meta's current policy for AI providers before launching.
Common Pricing Mistakes
| Mistake | Result | Better approach |
|---|---|---|
| Assuming all messages are free | Surprise bills from templates | Estimate template volume by category |
| Sending promotions as utility templates | Re-categorized as marketing, higher charge | Keep utility templates purely informational |
| Ignoring the 24-hour window | Replies fail or become charged templates | Reply quickly while the window is open |
| Using one cost figure for every country | Wrong budget | Price each country separately |
| Trusting "unlimited free" API offers | Bans or hidden fees | Check whether the offer uses Meta's official API |
Official API or Linked-Device Bot?
The official API is the safer choice for any business that depends on WhatsApp, and the cost is predictable once you understand the window. Linked-device bots avoid Meta's per-message charges but are not an official WhatsApp product, so WhatsApp and Meta can restrict or ban the number, and no provider can prevent that. If you use one, keep it on a spare number, message only people who expect to hear from you, and never rely on it for critical customer service.

Frequently Asked Questions
Is the WhatsApp bot API free?
Connecting to the Cloud API has no subscription fee from Meta, and replies inside the 24-hour window are free. Template messages outside it, and all marketing templates, are charged.
How much does a WhatsApp bot cost per message?
It depends on the template category and the recipient's country. Meta publishes current rates on its pricing page, and they can change each quarter.
Are replies from my bot free?
Free-form replies sent inside an open 24-hour customer service window are free. Outside the window you must use a template, which is charged by category.
Do providers charge more than Meta?
Most providers pass on Meta's charge and add a platform fee, a markup or per-agent costs. Compare providers before you choose.
Is there a free official WhatsApp bot?
Meta offers free test numbers for development. A bot for real customers is not entirely free, because template messages, hosting and provider plans can cost money.
